th It is our great privilege and honor to present the proceedings of the 18 International Symposium on Transportation and Traffic Theory (ISTTT), held at The Hong Kong Polytechnic University in Hong Kong, China on 16-18 July 2009. th The 18 ISTTT is jointly organized by the Hong Kong Society for Transportation Studies and Department of Civil and Structural Engineering of The Hong Kong Polytechnic University. The ISTTT series is the main gathering for the world's transportation and traffic theorists, and those who are interested in contributing to or gaining a deep understanding of traffic and transportation phenomena in order to better plan, design and manage the transportation system. Although it embraces a wide range of topics, from traffic flow theories and demand modeling to road safety and logistics and supply chain modeling, the ISTTT is hallmarked by its intellectual innovation, research and development excellence in the treatment of real-world transportation and traffic problems. The ISTTT prides itself in the extremely high quality of its proceedings. During the 1990s there were two major developments to the Common EU Maritime Transport Policy (CMTP): the establishment of European Union policies on safe seas and on shortsea shipping respectively. This book critically analyzes and appraises these and other developments to the CMTP in this period, while also studying policy Europeanization. It focuses on both the economic environment of maritime transport and the interaction of policy makers and organized interests during the policy-making process, with an emphasis on the political dimensions. By developing an innovative economic model, the book examines the ways in which governmental and non-governmental policy makers and their ideas interact within the EU's structure and dynamics, and shows how these factors account for why, when and how the specific common EU policy has developed.

Should we really accept road trauma as collateral damage from daily road use? Eliminating Serious Injury and Death from Road Transport: A Crisis of Complacency explores why societies and their elected leaders view traffic safety as a (relatively) minor problem. It examines the changes in the culture of road use that need to occur if this public health problem is to be effectively resolved.
The book dispels the myths that currently drive societies' (misguided) view of traffic safety-the bad behavior myth and the official myth that everything that can be done is being done-and how these myths limit progress in reducing death and serious injury. It presents current scientific knowledge and draws parallels with other areas of public safety and health. The book draws on examples from the media and from public policy debates to paint a clear picture of a flawed public policy approach. It presents a model for a preventive medicine approach to traffic safety policy to get beyond an ego-centric culture to a communal safety culture.

This book presents a methodology for the development and computer implementation of dynamic models for transport process systems. Rather than developing the general equations of transport phenomena, it develops the equations required specifically for each new example application. These equations are generally of two types: ordinary differential equations (ODEs) and partial differential equations (PDEs) for which time is an independent variable. The computer-based methodology presented is general purpose and can be applied to most applications requiring the numerical integration of initial-value ODEs/PDEs. A set of approximately two hundred applications of ODEs and PDEs developed by the authors are listed in Appendix 8.
